2025-27 Biennial State Budget Passes the Assembly & Signed Into Law

Early this morning at 1am, Representative Jerry O’Connor (R-Fond du Lac) and his colleagues in the Assembly passed the 2025-27 Biennial State Budget. It was then signed by Governor Tony Evers shortly after.  Representative Jerry O’Connor released the following statement:

State budgets during divided government are a true test of compromise, and today’s vote reflects that. I was proud to vote for a state budget today that delivers conservative, manageable cost-of-living increases of 3.5% annually in ongoing funding to essential operations in our state, while also delivering a permanent tax cut to you, the taxpayer.”

“Thanks to 12 years of strong fiscal leadership by Legislative Republicans, Wisconsin once again finds itself with a surplus.  Where does a budget surplus come from?  From the over-collection of taxes.”

 “That’s why this budget delivers meaningful tax relief – returning $7.5 billion to taxpayers over the next decade. We’re expanding the second income tax bracket to help middle-class families, creating tax-free retirement, and removing the sales tax on residential electric bills. At the end of the day, you know how to spend your money better than the government ever will.”

 “This budget is also a win for Fond du Lac County. Despite being the 16th most populated county in Wisconsin, FDL County ranks 5th in intentional homicides filed, and tied for 2nd in First Degree Reckless Homicides filed. Over the last few months, I have worked endlessly to get help for our area, and this budget delivers by providing four additional Assistant District Attorneys to FDL District Attorney Eric Toney’s office to help with the immense workload.”
